When I did my study in the early 2000s it was claimed to be around 4 years. 

I stated so in my dissertation, p. 71 (see http://etd.fcla.edu/UF/UFE0000360/torres_m.PDF), given that the development timeframe of my case community matched the claim made by Dorrit Fromm in  Fromm, D. (2000) U. S. Cohousing: The first five years. The Journal of Architecture and Planning Research, 17 (2, Summer 2000), 94-108.  I don't know if this timeframe has changed over the years.

This is a great question that hasn't been researched. I would guess 5 years is average. But you have a huge range from 2 years to a dozen or more. Ask Marty Haskall with FairOaks - she's been working at this for something like 15 years! Then there's Port Townsend, from start to finish in 3 years.
One issue: when do you count "forming"? Is it when somebody had the initial idea? When you finally recruit a core group? when folks make a commitment? when you buy land? etc....
